Women Powerline 1090 (WPL-1090) is a flagship women safety initiative of the Women and Child Security Organization (WCSO), Uttar Pradesh Police, established to provide immediate assistance, counselling, and grievance redressal for women facing harassment, stalking, cyber abuse, domestic violence, and other forms of gender-based crimes. Operating as a dedicated state-of-the-art contact centre, the helpline ensures a safe,
confidential, and victim-centric platform where women can report incidents without fear of social stigma or retaliation.
The helpline follows a unique counselling-based intervention model that prioritizes behavioural correction before legal action. Offenders are initially counselled by trained police personnel, followed by Family, Friends, and Relatives (FFR) counselling to create positive social pressure. If harassment persists, cases are escalated to the concerned police station for appropriate legal action. The platform also provides psychological
counselling, including support for women experiencing emotional distress or suicidal tendencies through trained counsellors.
WPL-1090 is supported by advanced digital monitoring, continuous victim feedback, and multi-stage case tracking to ensure effective grievance resolution. As a key component of Uttar Pradesh's women safety ecosystem, it also contributes to Mission Shakti, Safe City initiatives, and other state programmes aimed at creating a secure, inclusive, and empowering environment for women across all 75 districts of Uttar Pradesh.
