UP State Wide Area Network (UPSWAN) 2.0 is a dedicated and secure Closed User Group (CUG) network developed to provide reliable digital connectivity to Government Departments and administrative offices across Uttar Pradesh. Operational since 04 April 2019, the network serves as a critical digital infrastructure backbone, enabling secure communication, data
exchange and seamless access to government applications and services across the state.
Built on MPLS technology and operating under the OPEX model, UPSWAN 2.0 provides high-speed and dependable connectivity across different levels of government administration. The network connects State Headquarters, District Headquarters, Tehsil Headquarters and Block Headquarters, creating an integrated communication ecosystem that enables government offices to remain securely
connected irrespective of their geographical location.
The network supports a wide range of critical government applications and services, including e-Office, Video Conferencing, Election Webcasting, e-District and Bhulekh services, as well as Command Centre operations. With 24×7 network availability and a robust state-wide connectivity framework, UPSWAN 2.0 facilitates faster inter-departmental coordination, efficient
information sharing and reliable delivery of digital governance services.
With 885 Points of Presence (PoPs) and connectivity extending across 75 District Headquarters, 235 Tehsil Headquarters and 574 Block Headquarters, UPSWAN 2.0 strengthens the digital foundation of governance in Uttar Pradesh. It enables a connected, secure and technology-driven administrative environment, supporting the state’s vision
of efficient, accessible and digitally enabled governance.
