Uttar Pradesh Security Operations Centre (UPSOC) is a proposed centralised, next-generation Cyber Security Operations Centre for the Government of Uttar Pradesh, designed to provide 24×7×365 security monitoring,
threat detection, intelligence, and incident response across the State Data Centre, UPSWAN, and mission-critical e-Governance systems.
The UPSOC is envisioned as an indigenous, on-premises and high-availability security infrastructure, with a proposed budget outlay of ₹95 crore for three years. The solution follows a defence-in-depth architecture aligned
with the NIST Cybersecurity Framework, integrating 15 solution components across threat intelligence, protection, detection, response, and intelligence & data.
The platform will combine next-generation firewall, Anti-DDoS, WAF & API security, Zero Trust, SIEM with UEBA, EDR, NDR, network forensics, SOAR automation, unified threat intelligence, and secure SOC data storage. The proposed
implementation partner is C3iHub, IIT Kanpur, with the project currently under approval and technical feasibility discussions.
